Strengthening the supervising model of market conduct management

The Project:

SBS wants to hire the services of a contractor that can implement a technical cooperation agreement with Switzerland’s State Secretariat for Economic Affairs (SECO) which is the governmental centre of expertise for economic policy.

The purpose of such cooperation is to strengthen and optimise the institutional management of SBS to consolidate, maintain and promote a regulatory and supervisory framework that ensures the sustainability, development and expansion of the Peruvian financial system, the promotion of inclusion finance, the national strategy to combat ML and FT, as well as the integral and sustained development of its human resources.

What is the situation in Peru?

  1. Important need for updating process and technological tools for supervising
  2. Requires improvement of organisational structure to support the changes necessary to sustain the updates on the process and technical tools
  3. Requires a clear timeline for the implementation of all changes, restructures and design of technical tools
  4. Need for technical support in technology, change management, transformation, project management and standardisation with high international standards such as SECO
  5. Pain points (what is really happening):
    • Difficulty in finding adequate experts in suptech that can implement an important cooperation agreement
    • Difficulty in finding experts that can provide an integrated and holistic solution that includes the analysis, design and implementation of the entire project, both technical and managerial

The Cambridge SupTech Lab and World Bank value proposition:

  • Preparation and proposal of the work plan, methodology and implementation timelines
  • Analysis of the strengths and weaknesses of the supervision model of the SBS’ MCM
  • Research and analysis of models, practices and technological tools of peers’ market conduct supervisory authorities at a global level that can be implemented within SBS
  • Formulation of an action plan proposal for implementing new technological tools for the supervision of MCM
